Sintetica e pratica. Si presenta cosi' la nuova Guida ai Servizi Consolari che, curata dalla Direzione Generale per gli Italiani all'Estero e Politiche Migratorie, e' stata presentata alla presenza del Vice Ministro Danieli (*) ed e' ora on-line. Accessibile dal portale della Farnesina www.esteri.it , la Guida e' divisa in capitoli e per prima cosa presenta la Carta del cittadino italiano. Segue il capitolo, piu' corposo, dedicato all'ufficio consolare, ai suoi servizi e alle sue funzioni. Qui, punto per punto, la Guida chiarisce dubbi e fornisce sintetiche ma efficaci spiegazioni su cosa fare nei piu' vari casi della vita: dall'iscrizione all'AIRE all'autocertificazione, dal rilascio certificati alle pubblicazioni per il matrimonio, dagli atti notarili ai testamenti e cosi' via.
Segue una guida per l'utilizzazione dei servizi consolari per le diverse esigenze: come richiedere assistenza sanitaria e sociale, il rimpatrio o la traslazione delle salme, borse di studio e adozioni. Qui viene chiarito cosa fare per iscriversi ad una universita' italiana o per concorrere ad una borsa di studio. Paragrafo anche per il voto all'estero e la cultura e la lingua italiana. I secondo capitolo e' invece dedicato alla collettivita' italiana, ai suoi organi rappresentativi (Com.It.Es. e C.G.I.E.) e alle associazioni. Chiude la guida un elenco alfabetico delle voci presenti nel volumetto e una precisazione: la Guida e' da intendersi quale supporto tecnico per gli utenti e gli operatori consolari. Essa non puo' considerarsi esaustiva ed ogni caso non sostituisce la normativa vigente nelle singole materie trattate.

Elected to the Chamber of Deputies in the 12th Parliament and a member of the Labour Committee and the Parliamentary Supervisory Committee on the implementation of the Schengen Accords.
Has completed numerous missions abroad in the defence of human rights, the moratorium on capital executions and abolition of the death penalty.
During the 13th Parliament he was a member of the Chamber of Deputies election board and the Foreign Affairs Committee as leader of the “Democrats” group.
Was appointed Undersecretary for Foreign Affairs in the 2nd D'Alema government and the 2nd Amato government, in charge of relations with the countries of the American Continent, as well as of Italians abroad and the promotion of Italian culture.
Was President of the General Council of Italians Abroad (CGIE) and organised the “First meeting of the Parliament of Italian Origin” in 2000 and the “First Conference of Italians in the World”.
Dealt with the problem of the international removal of Italian minors, handling the first widely publicised case of “Erika”, who had taken asylum in the Italian Embassy of Kuwait, and defining new intervention and prevention strategies; coordinated and monitored the government's civil suit regarding the Italian “desaparecidos”, which led to the criminal conviction of the members of the Argentine military responsible.
Was Deputy Chairman of the Senate Foreign Affairs Committee of the 14th Parliament, and member of the Election Board, the Italian delegation to the Council of Europe, the Committee for issues regarding Italians abroad and Vice President of the Italian Group of the Inter-Parliamentary Union. He participated in the founding of the European Democratic Party (EDP) and is part of its Steering Committee.
Activated the “Euro-Latin American University Promotion Committee”, of which he is President and whose members include: Javer Perez de Cuellar, Carlos “Chaco” Alvarez, Osvaldo Urtado, Alain Rouquiè, Sergio Paulo Rouanet, Isabel Allende and Adolfo Perez Esquivel .
Founded and chairs "CENRI" (Centre for International Relations), is chief editor of the bi-monthly journal of international criticism "Analisi XXI".
Was re-elected to the Senate of the 15th Parliament.
Duties
Within the scope of the policy guidelines directives issued by the Minister, assists the Minister in the pursuance of acts concerning:
providing a link between the Parliament and other Ministries in the matters listed below and in all other cases as indicated by the Minister;
policies regarding Italians abroad, their integration in all its various aspects, and their rights;
information and cultural promotion for the benefit of Italian communities abroad, with a view to maintaining their link with their country of origin;
the coordinated intervention by state and regional governments on behalf of Italian communities abroad;
enhancement of the role of Italian business persons operating abroad;
coordination of initiatives aimed at strengthening and rationalising the consular network;
formation of committees and working groups for the matters cited in the present decree.
